Can you contact the block performer even if he's just a hybrid moderator ?

I observed that by using a specific line of code, you can make user pages and wiki pages have custom text properties. Both do appear as is in the lists but what I want is the title of the page to also have different text properties while looking in said page.

This user, who seemingly has an infinite number of sockpuppets(and a VPN), is recently ravaging the Pixel Gun 3D Wiki. This includes but is not limited to 100+ instances of:

- Adding false information

- Copyright infringement

- Straight up vandalism

- And sockpuppeting.

The user also has history of vandalizing the Genshin Impact wiki and the Plants vs. Zombies wiki as well, and is being a very big pain for the editors in general.

I have reported this user several times to the support, but this person has simply continued to commit the aforementioned infractions on a different account. Several members of the community attempted to blank their pages, but they were instantly banned for vandalism.

So, in order to stop the user, would it be possible for me to get Content Mod or Admin so I can ban them and/or delete their pages whenever they come again? If it is not possible, could I at least get permission to blank their pages without getting blocked?
